13 is a large number, perhaps, but that’s truly not an unreasonable collection of choices. The OS really ought to have a better way of managing that.

I asked because I haven’t had anything like the problem you describe, but only keep 7 visible (1pass, keyboard, displays, battery, wifi, control center, date & time), and that’s on a 16” screen. Seems like they just haven’t thought about overflow.

On a related note: really wish arbitrary menu widgets could move into control center.
