I'd been thinking of it more in the sense of a library that ruins time: uses the wrong rule for when to switch to DST, misapplies leap seconds, uses two-digit years and gets confused by the wraparound, measures time intervals in (years, months, days) and guesses wildly at the edge cases when months and years aren't all the same length, that sort of thing.
