Minnesota just started free lunches for •everyone• in K12 schools. And you know what? It’s great. Folks make really good use of it. And wow do I not miss the hassle of refilling the meal account.

To her list, I’ll add: when everyone uses something, the people with power tend to make sure it gets some degree of upkeep and doesn’t totally suck. (Think interstates, parks, social security.)
When it’s need-based, we as a society seem to be just fine with giving it an air of punishment. (Think food stamps, unemployment and disability benefits, public housing.)
@inthehands this observation applies to to the whole of public schools as well, in the presence of charter, magnet, voucher, private and home schools which segregate students across economic, racial or religious boundaries; with full funding for the privileged and poor education for the less privileged
@inthehands and the observation that in the US when you see convoluted eligibility systems for services that is almost always due to racism in trying to exclude Black Americans from the services and most resistance to universal services is from those trying to maintain racial hierarchy
