@drahardja isn't this likely to just make them annoyed at FOIA and stop processing them altogether? I'm leery of strategies based on the assumption that they have to follow "the rules".

Agreed, but then every rule not followed is yet another attack surface in the courts. And they will of course try to weasel out of court orders or ignore them, but that too takes work. No single grain of sand in the gears is the one that brings the whole machine down.
