Even if you include Republicans, if you try to find politicians directly responsible for more person-years of incarceration than Biden, only two politicians come close: Nixon and Reagan.
Reagan is the GOAT baby! 
The undisputed champ of hurting Black people! He's number 1.
Biden edges Nixon, because even though Nixon passed some of the worst laws, he didn't drive law enforcement and the FBI to use them for maximum harm like Biden did.

For example the RICO Act was passed in the '70s under Nixon, to go after the mob. Nixon also signed the Omnibus Crime Control Act. These were powerful, but Nixon didn't really know how to use them to their full extent. It's like they knew how to make fiber optic cable in the '70s, but only used it to make lamps!
Reagan and Biden supercharged these Acts for the war on drugs, with increased sentencing, asset forfeiture, and more incarceration capacity. Like data center fiber.
