Just FYI for anybody in Canada, the settings path appears slightly different:

Settings
> Data & Privacy
> PayPal Shopping

The description of the toggle is "Personalize deals and offers based on your browsing and shopping activity", which sounds similar but might not be the same thing.

Probably worth turning off anyway, though.
