The statement came after there was national and worldwide backlash about what he did to her. The statement protects him, not her.
That's more of why what he did was so problematic. Because if she doesn't make such a statement, it's her that is "Making a big deal about it."

Jenni didn't ask to be put in this position. She wanted to talk about football and the world cup. Not this.
But now she's been forced to talk about it. By Rubiales. And now she's going to be attacked by dudes online.
She didn't even have a choice to stay silent and just not talk about it. Because Rubiales allegedly filled that void with a false statement from her.
